<p class="MsoNormal" style="text-align:justify"><span lang="EN-GB">As many of you will know, the European Commission published
<b>three major policy documents</b> on July 17th this year: <o:p></o:p></span></p>

</span></span></span><![endif]><span lang="EN-GB">Firstly, the Commission adopted the Communication entitled "A Reinforced European Research Area (ERA) Partnership for Excellence and Growth". The ERA is a unified area based on the Internal Market, in which
researchers, scientific knowledge and technology circulate freely. One of the key actions foreseen to achieve this goal is to optimise the circulation, access to and transfer of scientific knowledge ( see point 2.5. of the Communication).

<p class="MsoNormal" style="mso-margin-top-alt:0cm;margin-right:0cm;margin-bottom:10.0pt;margin-left:18.0pt;text-align:justify;text-indent:-18.0pt;line-height:115%;mso-list:l0 level1 lfo2">

</span></span></span><![endif]><span lang="EN-GB">The second policy document, a Communication entitled "Towards better access to scientific information", sets out a number of measures to ensure that the results of Europe’s publicly-funded research are fully
accessible to researchers, businesses and the general public. Most importantly, we propose that open access to peer-reviewed scientific publications should be the default setting in Horizon 2020, the EU's framework programme for research and innovation for
the years 2014 to 2020. Furthermore, we plan to launch a pilot initiative on open access to data in Horizon 2020, taking into due account considerations of commercialisation, privacy and security.
<o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-top-alt:0cm;margin-right:0cm;margin-bottom:10.0pt;margin-left:18.0pt;text-align:justify;text-indent:-18.0pt;line-height:115%;mso-list:l0 level1 lfo2">

</span></span></span><![endif]><span lang="EN-GB">The third policy document published by the Commission is a Recommendation to the Member States on "Access to and preservation of scientific information". This Recommendation covers improving policies and practices
on open access to scientific publications and research data, as well as the preservation and use of scientific information. The aim is not to harmonise national policies – but to co-ordinate them – to make sure that we are all pointing in the same direction.<o:p></o:p></span></p>
<p class="MsoNormal" style="text-align:justify"><span lang="EN-GB">In order to explain what open access is and what the Commission is planning to do, we have also created a
<b>background FAQ document</b>, which we attach to this email. Feel free to distribute it to anyone with an interest in open access.<o:p></o:p></span></p>
<p class="MsoNormal" style="text-align:justify"><span lang="EN-GB"><o:p> </o:p></span></p>
<p class="MsoNormal" style="text-align:justify"><span lang="EN-GB">In early<b> 2013</b> we will continue with the implementation and follow up of the Communication and Recommendation, both with the stakeholder community and the Member States. Specifically
we intend to listen to the views of the stakeholders as regards open access to data.<o:p></o:p></span></p>
