Research Councils UK has recently published an independent
study into open access to research outputs. The study
examines the impact of open access on publishing models
and institutional repositories in view of growing national
and international trends.

In response to the study, the Chief Executives of the
Research Councils have agreed increased support for open
access, by:

    * building on their mandates on grant-holders to
deposit research papers in suitable repositories
within an agreed time period, and;
    * extending their support for publishing in open
access journals, including through the pay-to-publish
model.

These findings are being implemented via a number of
cross-Research Council working groups involving close
cooperation with the academic community, publishers, and
organisations such as JISC and the Research Information
Network.
BioMed Central has also published a series of case studies
demonstrating how both funders and academic institutions
are working together to shift the economic model of
science publishing to one that is more compatible with
openness.
