[Oa-italia] Tre principi pratici da adottare nelle policies degli IR

Peter Suber partecipando all' Harvard's Berkman Center for Internet and 
Society  workshop sull'OA il 17 marzo ha elaborato tre semplicissimi 
principi da adottare nelle policies degli IR :

provvedere  l'OA per i risultati della ricerca;
non limitare la libertà dei docenti nel sottoporre il loro lavoro alle 
riviste di propria scelta;
continuare a pagare i costi del peer-review riconoscendo che nuove forme 
di peer-review stanno emergendo

> ** Principles*
>
> 1.  Universities should provide open access (OA) to their research output.
>
> 2.  Universities should not limit the freedom of faculty to submit 
> their work to the journals of their choice.
>
> 3.  Universities now pay most of the costs of peer review, through 
> subscription fees and faculty salaries.  They should continue to bear 
> the costs of peer review, in order to assure its survival, while 
> recognizing that the forms and venues of peer review are changing.
