Gentili colleghi,
questo documento e' girato sulla lista INFER, ma non ancora su questa,
se non ricordo male

> The European Commission (EC) <http://ec.europa.eu/index_en.htm#> is
> reportedly preparing new guidelines for the €3 billion-a-year European
> scientific publishing industry. The new guidelines are expected to put
> pressure on major firms such as STM publisher Elsevier and Oxford
> University Press to give free access to articles based on EU-funded work.
>
> The guidelines follow a January 2006 Commission report, outsourced to
> Belgian and French academics, which put forward a suggestion that
> research be made public six months after it is published. [...]
>
>> According to the report, the EU should consider framing a policy
>> mandating published articles arising from EC -funded research to be
>> available after a given time period in open access archives. The EU
>> is planning to allot €33.2 billion in research grants between 2007
>> and 2013.

L'ho letto oggi e lo trovo molto chiaro e interessante. La CE puo'
giocare un ruolo come erogatore di fondi, organismo politico e
raccomandare "a specific supporting action into every Framework
Programme 7 programme/thematic priority which will specifically address
facilitating the use of deposit in OA repositories by the researchers
funded under the particular programme/theme".
Saluti a tutti
